Oil theft: We didn’t indict NNPC —Navy

Yesterday, the Nigerian Navy denied a media report that accused the Nigerian National Petroleum Company Limited, or NNPCL, of theft of crude oil, pointing out that it has been collaborating with NNPCL to reduce the problem of theft.

In the meantime, NNPCL recently concluded five Memoranda of Understanding (MoU) regarding the Nigeria-Morocco Gas Pipeline Project with the national oil companies and other relevant organizations of five African nations.

Gambia, Ghana, Guinea, Guinea Bissau, and Sierra Leone are the five countries with national oil companies and relevant entities.

Commodore Ayo Vaughan, the Navy’s Director of Information, issued a statement criticizing a newspaper article on the subject.

The statement begins with: A publication on the subject has been brought to the attention of the Naval Headquarters in Abuja. The aforementioned statement is said to have been made during an interactive hearing at the National Assembly where the relevant agencies implementing the Proceeds of Crime (Recovery and Management) Act, 2022 briefed the Senate Committee on Economic and Financial Crimes, EFCC.

“The chairman of the committee, according to the report, demanded explanations as to why the country continued to experience cases of oil theft despite the security of the waterways. “The oil theft issue has been a very worrisome one to every Nigerian and, more importantly, it has negatively impacted our economy,” the senator had inquired. Why the Naval force hasn’t had the option to settle the issue of oil burglary and assuming the Naval force is guaranteeing that the streams are gotten, for what reason are there actually instances of oil robbery?”

“In addition, another senator mentioned that the NNPCL stated at an oversight function that crude pipelines were being tapped from the pressure pipe under the sea, where crude oil was typically transferred into vessels, and that this has been occurring for nine years. According to reports, he inquired, “Is the Navy aware of the taping that is taking place under the sea?”

“All of the questions were answered, and during the course of responding, it was explained that the difficulty was caused by the illegal local refiners’ inshore criminal activity in tapping into the export lines, many of which have not been operational since early 2022, resulting in a missed opportunity.

“Also, the major terminals have not been able to process crude for export since around February or March.” Since it is practically impossible to steal and move 100,000 barrels per day out of the creeks, this inability to process as export is reported as stolen oil.

Additionally in participation were Chief General of the Public Organization of Oil, SONAP, in Guinea, Mr. Amadou Doumbouya; Dr. Ben K.D. Asante, the chief executive officer of the Ghana National Gas Company, and Mr. Foday B.L. Mansaray II, director general of the Petroleum Directorate of Sierra Leone, PDSL.

Kyari gave a speech at the event and thanked the partners of the NNPC, ONHYM, who have worked diligently with the NNPC Limited over the years to bring the Nigeria-Morocco Gas Pipeline Project to attention.
